Of course the happy, friendly face that North Korea is now presenting doesn't mean that they're planning on ending nuclear testing anytime soon. North Korea has decided that they will not return to multi-nation talks which focused on their ending the tests. They just will not cooperate. No way, no how, but hey ... South Koreans can come visit their family and shovel some money into the North Korean economy, which will possibly just go straight to funding more tests.
So South Koreans, how about heading back to Mount Kumgang, where a North Korean soldier shot and killed a South Korean tourist last year? Next up, they might invite you over for the Arirang Mass Games, but then of course it'll be old school Colosseum-style bloodsport entertainment.
