Virgin America in Canada?

The Virgin America saga continues apace. As reported in the San Francisco Chronicle last week, the start-up airline, which hopes to operate low-cost transcontinental flights out of its San Francisco hub, is still waiting for approval from the U.S. Department of Transportation. Essentially, because the parent company airline is foreign-owned, other U.S. airlines--Continental in particular--are putting pressure of the DOT not to approve VA's application. Virgin America itself, however, has 75% U.S. ownership.
What we have to add to this ongoing drama is our sighting of two Virgin America A320s at Montreal's Dorval airport yesterday. Why they were parked outside, we can't say for sure, but perhaps this is a window into one of the routes that the airline might serve? It seems strange that the planes wouldn't be in a hangar, especially when the airline itself reports that they don't expect to be operating until 2007 at the earliest.
