When I lived in Osaka 6 or 7 years ago the crows were already a huge problem. I remember we were told about some very special Crow Committee that was looking in to ways to solve the problem. Nobody seemed to think that our solution of using garbage cans - instead of just leaving your trash in plastic bags on the street on collection day - would help, so I guess it's still business as usual and the crows think they're in heaven.
